Explaining the Safety Score Rules

The below is a list of all the safety score rules that can trigger on a vessel. The column 'How to Trigger' explains what makes the rule triggering

This query identifies vessels that are included in the Safety Rating model and scoring but have no recorded last movement date.

It returns vessels where:

- The safety rating is not excluded from the model (excludefrommodel = 0),
- The vessel is not excluded from scoring (excludefromscoring = 0), and
- The lastmovementdate is null, indicating that no vessel movement data has been captured.

G2

Movement Data - Low average daily movement

Partial Score, Indicative

This query identifies vessels with low average movement based on their average distance sailed per day.

It returns vessels where:

- The avgdistanceperday value is not null, and
- The average is less than or equal to 3 nautical miles per day.

G3

Movement Data - Primarily traded in the same country

Partial Score, Indicative

This query identifies vessels that operate predominantly near coastlines and have limited recent international movement.

It returns vessels where:

- The neartocoastprop (proportion of time spent near the coast) is 90% or higher, and
- The vessel has visited fewer than 3 countries recently.

Riyadh MOU - Requires Review

Partial Score

Vessel that has had a Riyadh MoU visit but have not yet been cleared.

It checks for:

- A non-null rihadmouvisitdate, and
- That the visit date is more recent than the rihadmoucleardate (or there is no clearance date at all).

Caribbean MOU - Requires Review

Partial Score

Vessel had a Caribbean MoU visit recorded, and the clearance date is missing or earlier than the visit, indicating follow-up or investigation may be required.

This query identifies vessels that are considered sanctioned based on any of the following conditions:

- The vessel's flag country is marked as sanctioned.

- Any associated company (beneficial owner, DOC holder, commercial/technical manager, etc.) is based in a sanctioned country or is listed under a sanctioned list group.
- The vessel's P&I Club is marked as sanctioned.
- The vessel’s classification society is marked as sanctioned in the latest active class record.
- The vessel has a status code of 'R', 'S', 'C', 'L', or '01', and is linked to either a sanctioned P&I Club or a sanctioned classification society

Vessel has a Tokyo MoU flag rated as 'Medium to High' or 'High Risk', and either no valid RS inspection exists, or the latest inspection is expired or soon to expire. Inspection must be post-review or valid within timeframe.

SS2-17

Requires RightShip Inspection

Score of 2

This rule identifies vessels that are less than 14 years old which have had a RightShip inspection triggered with a Required status (RightShipInspectionStatusId = 1) and where the reason for inspection is not one of the excluded categories: Age Requirement, Current RightShip Inspection is due to expire, or Vetting Requirement or Proactive. The most recent inspection is retrieved using OUTER APPLY, ordered by creation date.
The rule checks that the vessel is not exempt from inspection by confirming IsRightshipInspectionExempted = 0. It also ensures the vessel does not currently have an acceptable or completed RightShip inspection outcome by validating that either
(a) the outcome is missing (LastRightShipInspectionWithOutcomeId IS NULL),
or (b) the last inspection has a status other than Unacceptable,
or (c) the current inspection outcome is considered not valid.
The rule only applies if no review has occurred yet for this rule (rev.LastReviewDate IS NULL) or if the relevant inspection or exemption data was updated after the last review (LastRsInspectionDate, LastIsRightshipInspectionExemptedUpdateDate).

Additionally, the rule applies if any of the following are true:

- There is a known recent inspection (RS_LastRightShipInspections) where InspectionState = 3 (in progresse),
- The inspection was cancelled with a reason that is not equal to (Inspection no longer required by RightShip),
- The most recent inspection has a status other than Acceptable, Unacceptable, or Cancelled, or it matches the current inspection record but:
i) The validity expiry date is in the past, and
ii) The duration between the inspection date (actual or requested) and the validity expiry date is less than 6 months.

Finally, any vessel whose last inspection has the Final_Report or NC received AND inspection is still without an outcome, is excluded from this rule, ensuring only vessels with open or incomplete inspection requirements are affected.

SS2-2

50 or more PSC deficiencies in the last 24 months

Score of 2

Vessel has 50 or more PSC deficiencies recorded in the last 24 months (deficienciestimeinterval24m >= 50) in the safety rating model, and the deficiency data was updated after the last safety score review (if any).

SS2-4

CAT-A incident in the last 12 months with a valid RS Inspection

Score of 2

Vessel had at least one Category A incident in the last 12 months, but all such incidents are now closed, and either the vessel: has a valid RS inspection performed after the last incident, is exempt, or its type does not require RS inspections. Last review date is respected.

SS2-5

Over 14 years and > 8000 DWT without a satisfactory RS Inspection

Score of 2

Vessel is older than 14 years with deadweight ≥ 8000, belongs to a type that requires a RightShip inspection, is not exempt, and has either no valid RS inspection, or the last one is expired. The rule also checks if there was either a review after the inspection or if the exception date is in future. If yes, the rule will be suppressed. if in the last inspection which is still open, the Final or NC report is received, the rule will also be supressed.

SS2-6

Over 25 years and < 8000 DWT without a satisfactory RS Inspection

Score of 2

Vessel is older than 25 years with deadweight < 8000, belongs to a type that requires a RightShip inspection, is not exempt, and has either no valid RS inspection, or the last one is expired. The rule also checks if there was either a review after the inspection or if the exception date is in future. If yes, the rule will be suppressed. if in the last inspection which is still open, the Final or NC report is received, the rule will also be supressed.

SS2-7

Open detention in the last 24 months with the current DOC

Score of 2

Vessel has at least one open detention in the last 24 months with the current DOC, or the DOC is unknown and matched with detentions, and this occurred after the last safety rating review.

SS2-8

Open incident in the last 24 months with the current DOC

Score of 2

Vessel has one or more open incidents in the last 24 months that are linked to the current DOC, or to a different or unknown DOC where the DOC is marked as unknown ('UNK-DOC' in the reason codes). Also ensures the incident or DOC data has been updated after the last review.

SS2-9

Class is not an IACS Member

Score of 2

Vessel has no active classification society that is an IACS member (isiacsmember = 0), determined by checking all active class records. Also checks if the class was changed after the last review, or if no review exists.
